Li Zongrui, a wealthy young man from Taiwan, committed several counts of interfering with sexual autonomy. The Taiwan High Court ruled on December 25, 2018, that the execution should be scheduled for October 2018. Li applied to the Taipei District Prosecutor’s Office to reschedule the execution, but the Taipei District Prosecutor’s Office refused. He believed that the prosecutor had improperly executed his instructions and expressed his disagreement.high CourtIt was held that Lee did not say anything illegal or inappropriate about the prosecutor, which did not meet the requirements of the statement of objection, and the verdict was dismissed.

Li Zongrui began looking for prostitutes in Taipei nightclubs in 2009. He picked up the corpses of more than 30 drunken girls or models, took them back to his mansion, sexually assaulted them, and secretly filmed them. In 2012, a lawsuit was filed against him. The pair of sisters and the incident came to light.

Lee objected and argued that the maximum sentence for the crime he committed was 5 years and 2 months, and the total sentence for each crime was 65 years and 7 months. Later, the High Court ruled that the sentence should be 29 years and 10 months, which was only 2 months less than the full term. The upper limit of the prison sentence is 30 years, which is much higher than the sentences that must be executed when different courts decide to combine different felony cases. He said that whether it is drug trafficking, murder, or dozens or hundreds of crimes, it is very rare for the death sentence to be set at 30 years.

Regarding the fixed-term prison sentence, which was only symbolically reduced by 2 months, Li Zongrui believed that the trial and discretion had no absolute criminal connection, and were more likely to hinder autonomy and violate legitimate interests. The types of violations they committed were highly homogeneous, and the serious impact of the violations of legitimate interests should be minimized. Considering “life is limited”, the original decision was too harsh.

Lee believes he has been in prison for more than 10 years, and he deeply regrets the crimes he has committed in the past, hoping to make amends to the victims and society.

The High Court held that although Li Zongrui’s criminal declaration objection petition contained the words “declaration of objection”, the content did not mention illegal execution of the prosecutor’s instructions or improper execution methods. The declaration objection was invalid and hence rejected. The High Court explained that if the prisoner believes the decision violates the law, he should seek relief through the extraordinary appeals process.
