Russian President Vladimir Putin on Wednesday signed laws to amalgamate four Ukrainian territories into Russia, a move that finalizes a merger in defiance of international law.

Earlier this week, both houses of the Russian parliament ratified treaties making the Donetsk, Luhansk, Kherson and Zaporizhzhya regions part of Russia.

The formalities followed a Kremlin-orchestrated “referendum” in four regions rejected by Ukraine and the West as a sham.
